教學目標與要求
義務教育結束時，學生應能從口頭和書面材料中獲取所需信息，能就熟悉的話題用英語與老師和同學進行簡單的口筆頭交流，能對事物進行簡單的描述並作出自己的判斷。學生應對課內外英語活動具有積極的態度，能克服在英語學習中產生的畏懼心理和困難，能根據自己的情況，合理安排和計劃自己的學習，在學習中發揮自主意識和創新精神。學生應具有一定的跨文化交際的意識，對異國文化採取尊重和包容的態度。
根據《九年義務教育全日制小學、初級中學課程計劃》的規定，初中英語按不同情況分兩級要求，從一年級起學習兩年的，為一級要求；學三或四年的，為二級要求。每周課時為4課時。
（一）一級目標與要求
聽
1. 能聽懂課堂用語，並作出相應的反應。
2. 能基本聽懂教師用所學語言敘述課文內容的概要。
3. 能聽懂語速為每分鍾100個詞左右，與學生生活貼近的、基本沒有生詞的語言材料，獲取所需信息。
說
1. 能就課文內容進行簡單問答。
2. 能在日常交際中運用所學過的《日常交際用語簡表》中的內容，就熟悉的話題進行簡單的對話。
讀
1. 能預習課文，初步理解課文大意。
2. 能獨立閱讀生詞率不超過2％的所學語言知識范圍內的文字材料，閱讀速度為每分鍾40—50個詞。
3. 能初步藉助詞典閱讀理解難度相當於課文的文字材料，獲取所需信息，並從閱讀中獲得樂趣。
寫
1. 能用書寫體熟練、清楚地書寫，大小寫、詞距、標點等運用正確、規范。
2. 能聽寫用學過的課文組成的材料，聽三遍，書寫速度每分鍾分別為6—8個詞。
3. 能筆頭回答就課文內容提出的問題。
語音
1. 能運用基本的拼讀規則讀出單音節詞和部分雙音節詞。
2. 能按國際音標正確地讀出單詞。
3. 能連貫地朗讀學過的課文，語調、節奏和語音基本正確。
詞彙
1. 能運用基本拼讀規則拼寫單詞。
2. 能掌握450個左右最常用單詞，100條左右習慣用語及固定搭配，能夠在口筆頭交流活動中運用。
語法
1. 能基本掌握所學單詞的形態變化。
2. 能掌握簡單句的基本句型，並能積極運用所學的語言形式進行簡單的口頭和書面的表達，在書面表達中力求表述形式基本正確。
（二）二級目標與要求
聽
1. 能聽懂課堂用語，並作出相應的反應。
2. 能聽懂教師用所學語言敘述課文內容及背景。
3. 能在聽題材熟悉的語言材料時，克服生詞的障礙，理解語篇大意。
4. 能聽懂語速為每分鍾120個詞左右，與學生生活貼近的、基本沒有生字的語言材料，獲取所需信息。
5. 能聽懂廣播、電視、錄音、錄像中與本學段水平相當的英語有聲語言材料，泛聽總量不低於40小時。
說
1. 能就課文內容進行問答，並能復述課文大意。
2. 能就熟悉的題材，利用圖片、錄像、多媒體等情景提示，根據要求進行表述和表達。
3. 能講述與本學段水平相當的小故事並參與簡單的模擬和角色扮演的活動。
4. 能在日常交際中運用《日常交際用語簡表》中所列內容，就熟悉的話題進行交流。
讀
1. 能預習課文，初步理解課文大意。
2. 能獨立閱讀生詞率不超過3％的題材熟悉的文章，理解語篇大意，獲取有關信息。閱讀速度為每分鍾50—70個詞。

2. 能聽寫與課文有關、結構簡單、沒有生詞的材料，聽三遍，書寫速度為每分鍾10—12個詞。
3. 能筆頭回答就課文內容提出的問題。
4. 能仿照學過的題材或話題，利用所給的範例寫簡單的書信、便條、通知等；能按要求筆頭轉述所聽、所讀的簡單內容。
5. 能為圖片提供簡單的文字說明並能表達自己的觀點。
語音
1. 能熟練地運用基本的拼讀規則讀出單音節和雙音節詞。
2. 能按國際音標正確地讀出單詞。
3. 能正確、連貫、流暢地朗讀課文或略淺於課文的文段。
4. 在口頭表達中，語調、節奏自然，語音基本正確。
詞彙
1. 能熟練地運用基本拼讀規則拼寫單詞。
2. 能根據所學的構詞法判斷和記憶派生詞和合成詞的詞義和詞類。
3. 能掌握800個左右單詞，200條左右習慣用語及固定搭配，能夠在口筆頭交際活動中運用。此外，還要求擴大400—500個左右的認讀詞彙。
語法
1. 能正確理解附表裡所列語言形式的意義和功能。
2. 能積極運用語法項目表中要求掌握的語言形式進行口頭和書面的表述與交流，在書面表達中力求表述形式基本正確。
3. 能初步運用表示並列、因果、轉折等邏輯關系和相關標志詞等基本語篇知識獲取和處理信息。
